Inconsistent self-reported FPS even when idle

Hello all,

I've beaten my head against this for several hours now, and I'm hoping someone can save what little remains of my sanity.

I recently moved from Pop! OS to Linux Mint 22.1. Everything seems to be running similarly or better. I copied over my scenes from the previous install, and OBS saw them largely without issue. However, I am having weird frame rate issues. One of the reasons I changed is so that I could use the obs-vaapi plugin with my AMD 6600XT. The latest version of Pop! OS is based on Ubuntu 22.04 and doesn't have the necessary dependencies. Now that I'm on a system based on Ubuntu 24.04, the plugin loads properly and I can see all the associated options.

After getting everything configured, I tried a stream to Twitch, and my viewers reported frame rate issues. I played around with different encoders: FFMPEG VAAPI, GStreamer VAAPI, and software. They all had at least some frame rate issues. Looking in the status bar, I noticed that OBS often reported FPS drops into the 50s (my stream was set to use 60FPS). I set about trying all the normal solutions: reduce bit rate, change rate control mechanism, change to 30FPS, etc. Even setting my steam to 500kbps and 30FPS as an extreme test, I still saw those frame drops. I tested with just recording, and there were frame drops in the recording. Resource usage isn't not an issue. I've kept a close eye on GPU and CPU usage, and both remain quite low.

I thought maybe the issue was with what I was capturing (a RetroArch window), so I changed the renderer and FPS. No change. Eventually, I noticed that those FPS drops still happened when OBS wasn't streaming or recording. Just sitting idle, OBS would still show my FPS being inconsistent even while on a blank scene. At this point, I'm baffled. I feel like I've twiddled very knob I can twiddle. Games run flawlessly with no frame drops, which makes me think it isn't a hardware issue. Any insight would be very much appreciated.
