Recordings suddenly stuttering when before they were perfectly smooth

Recently my recordings in OBS have started stuttering when previously I’ve had no issues at all. Before my recordings were a perfectly smooth 60 FPS but now they have a noticeable stutter and I have no idea what’s causing it. This issue only seems to happen with desktop and window capture.

Here’s what I have tried, all of which haven’t worked for me:
-Turned off hardware accelerated GPU scheduling, game mode, and optimizations for windowed games (check) in Windows 11 settings as suggested on OBS’s troubleshooting guide

-I had a very old nvidia driver so I tried updating to the newest. It didn’t work so I’m now back on the old one

-Tried various older OBS versions and the problem is consistent across all of them

-And since I was fed up with this and one of the main things I use my computer for is recording Risk of Rain, I finally tried doing a factory reset to see if that would change anything, and that put me on Windows 11 22h2. This actually solved the problem and my recordings were perfectly fine again, but I still needed to update to 24h2, so I did, and the problem returned. This leads me to believe that some recent Windows 11 update has caused this. I have also noticed that along with OBS, Steam game recordings are also stuttering when they were also perfectly smooth before, which further supports this.

I also took my laptop to have the keyboard replaced at a shop recently which I’m pretty sure requires a full disassembly, and I noticed this problem after that. Everything else about my computer works fine though so I don’t think the shop did anything. This might still be worth mentioning though.

Another thing worth mentioning is that this is only a problem with desktop and window capture.. Window Capture and game capture are perfectly fine and don’t stutter at all, but I much prefer desktop capture for several reasons.

You are using Windows 11 24H2? Don't downgrade. Make sure that OBS starts with the dedicated RTX 3060 GPU since you have a laptop; you can change this in the NVIDIA Control Panel by selecting the OBS profile and changing to the dedicated GPU. Make sure that you enabled both HAGS and Optimized for Windowed Games. Add OBS to the Graphics Settings and enable Optimized for Windowed Games. This will make OBS use the newer DirectFlip Presentation model. Add all of your games to this list and repeat. HDR is optional...but turn it on if you have the capability.

You used the Display Capture and it's set to use the Windows Game Capture. Because of this....

Make sure that you run OBS as an administrator. It will set the GPU's Direct3D priority and is used with HAGS. Check your log and it will show. Then you can use WGC properly on the Display Capture or Window Capture. You can even capture things with G-Sync on...but only with the WGC.
